The first thing to do when your Touch ID suddenly stops working with iOS 10 is to delete your finger prints. Importantly make certain that the Touch ID is free from sweat and dirt and that oil is removed from your hands.
A nice clean print is needed. After that go to settings > Touch ID & Passcode and put in your passcode. Turn off iTunes & App Store, and then reboot your device.
